A homebuyer education course is a class that walks you through buying a home: budgeting, credit, the loan, closing and owning. Some loan programs and down payment help programs require one before you close. You can often take one free online, or through a HUD-approved housing counseling agency, which HUD says offers its services free or at low cost.

What is a HUD-certified homebuyer education course?

People search for "HUD-certified" courses, but here is the detail most buyers miss: what HUD approves is the housing counseling agency. A HUD-approved agency can teach homebuyer classes and offer one-on-one counseling.

HUD's housing counseling brochure says these agencies serve first-time homebuyers and cover "Homebuying – the whole story." It lists one-on-one counseling, plus "Classes, workshops, informational videos." It also says the services are "free or low-cost to you."

To find an agency near you, HUD points buyers to hud.gov/housingcounseling or 1-800-569-4287.

Do I have to take a homebuyer education course?

It depends on your loan and any help you use. You may need one if:

  • You use Fannie Mae's HomeReady loan. Fannie Mae's Selling Guide (section B2-2-06, dated Nov. 5, 2025) requires homeownership education on HomeReady purchases when all occupying borrowers are first-time homebuyers.

  • You put down less than 5% on a Fannie Mae loan. The same section requires it on purchases with a loan-to-value above 95% when all borrowers are first-time homebuyers.

  • You have no credit history. The guide also requires it when no borrower has a credit account on their credit report (for automated underwriting), or no borrower has a credit score (for manual underwriting).

  • You use Freddie Mac's Home Possible loan. Freddie Mac says, "Homeownership education is required when all borrowers are first-time homebuyers."

  • You use a state program. In Florida, Florida Housing Finance Corporation lists "'Approved' Home Buyer Education is required to be completed" as a qualification for its Homebuyer Loan Program.

If none of these apply, a course may not be required. It can still help.

Who must take it, and when?

For Fannie Mae loans, the Selling Guide says "at least one borrower on the loan must complete homeownership education prior to loan closing." So one buyer can take it for the household, and it has to be done before closing.

Other programs set their own rules. Ask your lender who must take the class and how recent the certificate needs to be.

Before you sign up, ask your lender which course it accepts for your loan and any down payment program. Fannie Mae's guide says the course can come from "any qualified third-party provider, independent of the lender." Housing counseling must come from a HUD-approved agency.

Homebuyer education vs. housing counseling: what's the difference?

The two words get mixed up, and the difference can matter for your loan.

  • Homebuyer education is a course, often online or in a group. It teaches the general steps of buying and owning a home.

  • Housing counseling is one-on-one help from a HUD-approved agency. A counselor looks at your own budget, credit and goals.

Fannie Mae's Selling Guide treats them a little differently. Education can come from any qualified provider that is independent of the lender and follows national industry or HUD standards. Housing counseling must come from a HUD-approved agency. The guide also says that finishing housing counseling before closing meets the education requirement.

So if your lender asks for "homebuyer education," a HUD-approved counseling session may also count. Ask your lender to confirm before you book.

Questions to ask your lender before you sign up

A two-minute call can save you from taking the wrong class:

  • Does my loan or down payment program require homebuyer education?

  • Which courses or agencies do you accept?

  • Does one of us need to take it, or all of us?

  • How recent does the certificate need to be at closing?

  • Do you need the certificate before you issue final approval?

Write down the answers and keep your certificate where you can find it.

What does a homebuyer education course cover?

Course content varies by provider. HUD's brochure describes the counseling as covering homebuying from start to finish. In general, expect lessons on:

  • Setting a budget and how much home you can afford

  • Credit and how lenders look at it

  • Loan types and down payment help

  • What happens at closing

  • Keeping up with a home once you own it

A one-on-one session with a counselor can go further, using your own numbers.

Is a homebuyer education course worth it?

If your loan or down payment program requires it, it is worth it because you cannot close without it. If it is not required, the free options cost you only time.

Fannie Mae says, "We encourage all borrowers to engage in some sort of education" before buying a first home. A course can also help you spot costs that surprise first-time buyers, like escrow, PMI and closing costs. Our guides on what PMI is and how down payments work cover two of the big ones.

What this means for new-construction buyers

Buying a newly built home adds one wrinkle: timing.

  • Take the course early. A home that is already built, or close to it, can move fast. If your loan or down payment help needs a certificate before closing, do not leave it to the last week.

  • Ask your lender first. Builders often have a preferred lender. Whichever lender you use, ask which course it accepts so you do not take the wrong one.

  • Pair it with down payment help. If you are in Florida, our guide to Florida down payment assistance programs covers the state programs that require approved education.

  • Get pre-approved alongside it. Our guide on getting pre-approved for a mortgage explains that step.
